Is the image in your debug info just 15815 bytes? According to the screenshot, the maximum allowed size of permitted files in your Chronoform 8 was set to 1000KB, which is around 1MB - one megabyte.
This is what the Joomla Inline Help says about the path to temp folder in Global Configuration:
Get the correct path from the initial part of the setting 'Path to Log Folder' in the tab Logging. Please note that the path must end with the name of the folder tmp and not with a slash character /.
Change 'Error Reporting' to 'Maximum' and turn on the option 'Debug System' so that possible error messages will contain more details, which you can then copy and paste into your reply.
