I was also unable to reproduce the behaviour in an out-of-the-box Joomla 5.1.4 with no articles, no article categories and no content field groups.

Do you mean that you created a field group before creating the custom field?

The term 'category' in the context of custom fields means the category of the component, in this case article category.

I did import a lot of content from a J.3 site using RO CSVI.

Please report the issue to the developer of the paid extension RO CSVI and find out if this is a known issue.
