As the language pack used is v4.4.3.1 in the Joomla installation v4.4.6 it shows the information that the language pack does not match the Joomla version.
As English-Great Britain (en-GB) is native to Joomla, the English-USA language pack is created just like any other language pack. So, in this case it looks like the translator has not updated the en-US language pack.
However, the language pack would work with the following caveat.
(a) New language string values that were added after 4.4.3 would be shown in en-GB.
(b) If there any changes to the language sting values between 4.4.3 and 4.4.6, only the old language string values would be shown in en-US.
