Are you using any other caching e.g. on your web server or something like Cloud Flare? (It may be on your site, your web host may have enabled it).
What about Joomla's own caching functions? Try clearing or disabling Joomla cache (periodically or after each update)?
On most Joomla screens in the Administrator you should see a "Clear Cache" button at the top of the page. The Cache setting should be in 'system' or 'server' in Global configuration.
