By top bar do you mean the menu or logo? The menu should collapse to the "hamburger" style on smaller screens. The image will scale down depending on the device.
If you have to tweak it your custom CSS needs to go in a file called user.css (for Cassiopeia). You can create the file within Joomla, under the template options.
