The 'deprecated' error means certain functions (or code) in PHP will be removed from PHP's following version and/or the YooTheme extensions and template may not run properly on PHP 7.4 Try to update the Yootheme extensions and template.
I would also get J3.x updated to the latest 3.10.x once you sort out the other issues. (However, 3.x is obsolete and out of support since October 2023 (unless you pay for the Extended Support plan - https://elts.joomla.org/ to obtain the J3.10 updates).
I would also recommend WAMPServer rather than XAMPP because with WAMPServer you can change the PHP versions more easily (install the various PHP versions as modules, and you can select them in the WAMP application and it only requires the 'services' to be restarted (not a complete computer restart) to take effect. You can also install either MySQL or MariaDB and various versions of Apache. https://wampserver.aviatechno.net/?lang=en
Install the main application, then install your database and PHP versions as needed. (all self-extractable installers).
With XAMPP you're restricted to the version of PHP it ships with and if you need PHP 8 for instance, you have to reinstall XAMPP that ships with PHP 8.
